As part of the cooperation program between the State Securities Commission of Vietnam (SSC) and the Lao Securities Commission Office (LSCO), the SSC held working sessions with the LSCO delegation on August 3, 2026, to share Viet Nam’s experience in developing and operating the government bond market.
The meeting was chaired by SSC Vice Chairman Ha Duy Tung, with representatives from SSC departments.
The LSCO delegation was led by LSCO Secretary General Phengsy Phengmoung, with representatives from the Ministry of Finance of Laos and the Lao Securities Exchange.

In his welcoming remarks, SSC Vice Chairman Ha Duy Tung expressed his pleasure in welcoming the LSCO delegation to Viet Nam.
The SSC Vice Chairman outlined the agenda, focusing on sharing Viet Nam’s experience in developing, operating, and managing the government bond market, including its regulatory framework and the roles of key authorities. He expressed confidence that the technical exchange would provide valuable insights and further strengthen cooperation between the two regulators.

On behalf of the LSCO delegation, Secretary General Phengsy Phengmoung thanked the SSC for its warm hospitality. She noted that the program provides a valuable opportunity for the Lao delegation to learn from Viet Nam’s practical experience and support the ongoing development of Laos’ capital market.

Following the welcome meeting, SSC departments held technical discussions with the LSCO delegation, focusing on Viet Nam’s experience in developing the government bond market. The discussions highlighted the operational framework and the establishment of the primary dealer system.
From August 4 to 7, 2026, the delegation will continue its visit with meetings at the Vietnam Securities Depository and Clearing Corporation, the Vietnam Exchange, the Hanoi Stock Exchange, the Vietnam Bond Market Association, and several securities and fund management companies. These sessions will offer further insights into the operation of Viet Nam’s government bond market, including trading, clearing, settlement, supervision, market-making, risk management, bond investment funds, investor development, and distribution channels. The discussions will also address challenges and lessons learned in market development.
This program is part of the ongoing cooperation framework between the securities regulators of Viet Nam and Laos. It provides both sides with an opportunity to strengthen professional exchanges, enhance cooperation, and support efforts to build regulatory capacity and promote sustainable development of the securities markets in both countries.
