On June 15, speaking at the closing session of the Fourth Session (special session) of the 17th Hanoi People’s Council, Chairman of the Hanoi People’s Committee Vu Dai Thang affirmed that the approval of resolutions implementing the 2026 Capital Law has completed an important legal framework for the city’s new stage of development.

This also places significant demands on government agencies responsible for implementing these policies and translating the special mechanisms into practical outcomes.

Assessing the outcomes of the session, Chairman of the Hanoi People’s Committee Vu Dai Thang said that despite a short preparation period and a substantial workload, the Hanoi People’s Council worked with urgency, responsibility and democratic spirit, reviewing and approving agenda items with quality, timeliness and broad consensus.

Emphasizing the significance of the 2026 Capital Law, Chairman of the Hanoi People’s Committee Vu Dai Thang said the legislation has created an important legal foundation and opened new development opportunities for Hanoi in the years ahead.

Through the Capital Law, the National Assembly has granted Hanoi a range of special mechanisms and policies, giving the city greater autonomy in governance, resource mobilization and implementation of development tasks.

This reflects the central government’s confidence in Hanoi while also placing greater responsibility on the city government to fulfill its role as a national growth engine and leading development center.

According to the Chairman of the Hanoi People’s Committee, the greatest value of the Capital Law lies not only in creating new mechanisms and policies but also in its ability to help Hanoi proactively remove development bottlenecks, unlock resources, improve governance effectiveness and design policies suited to the needs of a special urban center.

He emphasized that the biggest challenge facing the city government in the coming period is not policy formulation but effective implementation.

The objective is to transform special mechanisms into tangible development outcomes, concrete projects and practical products serving residents and businesses, thereby promoting economic growth, improving quality of life and laying the foundation for the capital’s rapid and sustainable development.

Thang said that during the drafting of resolutions implementing the Capital Law, the Hanoi People’s Committee and relevant departments worked with urgency, scientific rigor and openness.

The city government and its agencies also proactively coordinated with central ministries and agencies while consulting experts, scientists, the business community and affected stakeholders to ensure the feasibility of the policies.

However, the Chairman of the Hanoi People’s Committee acknowledged that implementing the Capital Law will place a significant workload on all levels and sectors of the city administration.

During implementation, difficulties, obstacles and new issues arising from practical circumstances will inevitably emerge and require continued study, adjustment and refinement.

Therefore, the Hanoi People’s Committee hopes to continue receiving leadership and guidance from the Hanoi Party Committee, oversight and support from the Hanoi People’s Council and cooperation from central ministries and agencies.

He also expressed hope for continued participation from experts, scientists, the business community and Hanoi voters to ensure the effective implementation of the new mechanisms and policies.

At the closing session, Chairman Vu Dai Thang, on behalf of the Hanoi People’s Committee, also committed before the People’s Council, voters and residents of the capital to carrying out five key groups of tasks in the coming period.

The priority is to focus intensively on implementing the Capital Law and the resolutions approved by the Hanoi People’s Council, ensuring that special mechanisms and policies quickly enter practical application and deliver tangible results.

At the same time, the city will effectively operate the two-tier local government model, continue advancing decentralization and delegation of authority alongside stronger inspection and oversight and build a streamlined administration that operates smoothly, efficiently and effectively.

Another important task is strengthening administrative discipline, accelerating administrative reform and digital transformation, improving services for residents and businesses and creating a transparent, competitive and business-friendly investment environment.

The Hanoi People’s Committee will also strengthen supervision and inspection of resolution implementation, promptly addressing difficulties and obstacles to ensure coordinated and effective policy execution.

In addition, the city government will maintain a spirit of openness and responsiveness, regularly engaging in dialogue with the Hanoi People’s Council, experts, the business community and residents to further improve governance and administration.
